Even though President Bush just signed into law the College Cost Reduction and Access Act (CCRAA) the truth is college tuition and costs will still continue to rise and the assistance, though much appreciated, is still pretty meager. Bill HR2669, CCRAA, not only cuts the interest rates that students pay on subsidized Stafford loans in half, but also increases the maximum Pell grant for eligible students from $4,310 to $5,400.
